Directs the Legalized Games of Chance Control Commission to adopt regulations allowing electronic payment methods (credit cards, debit cards, other electronic payment devices) for raffles and penny auctions

Limits eligibility to nonprofit organizations that are tax-exempt under section 501 of the Internal Revenue Code with annual gross receipts of $50,000 or less

Removes bingo from the original bill language, restricting electronic payment authorization to only raffles and penny auctions under the "Raffles Licensing Law"

Takes effect immediately upon enactment
