Requires all Executive Branch departments, agencies, and instrumentalities to create an inventory of all regulations, policies, guidelines, waivers, programs, and directives developed in response to the COVID-19 pandemic and related emergency declarations

Mandates assessment of the effectiveness of COVID-19 measures and their applicability to potential future emergency scenarios

Requires agencies to promulgate rules and regulations or take other necessary actions to enable rapid implementation of effective measures during future emergencies

Establishes an annual reporting requirement to the Governor and Legislature beginning one year after enactment, detailing the inventory of measures, effectiveness assessments, implementation plans, and legislative recommendations

All reports must be made publicly available on each department, office, or agency's website
