Commissioner of Health must identify critical goods, services, and partnerships needed for robust emergency response to public health crises, as well as identify groups most at-risk during such crises

Department of Health required to establish and maintain institutionalized partnerships with businesses, community groups, governments, health care facilities and professionals, industries, universities, and other stakeholders

Partnerships must be used to formulate collaborative public health crisis response plans, with joint training and exercises conducted with partners

Commissioner must regularly engage partners on service delivery and emergency preparedness topics, and coordinate with partners during both emergency and non-emergency operations

Department must coordinate with local and State agencies to develop a system for sharing and tracking contacts and partnership activity
