Allows the Superintendent of State Police to increase division personnel numbers for efficient operations without Attorney General approval

Grants the Superintendent authority to independently change ranks and grades of troopers, detectives, first-line supervisors, mid-level managers, and executive-level personnel

Requires Attorney General approval only for changes to command staff positions at the rank of major and lieutenant colonel

Maintains the existing requirement that all personnel changes must stay within the division's budget appropriations
