Establishes a 23-member Special Education Transportation Task Force to study and recommend best practices for transporting students who receive special education and related services

Task force membership includes the Commissioner of Education, Director of Special Education, ombudsmen, and 19 public members representing school boards, administrators, parents, nurses, therapists, behavior specialists, and bus aides

Task force must develop recommendations on policies and training for preventing, identifying, and responding to medical and behavioral emergencies during student transport

Recommendations must address certification requirements for school bus drivers, aides, and nurses transporting special education students, as well as transportation as a component of the Individualized Education Program (IEP) process

Task force must issue a report to the Governor and Legislature within 12 months of organizing, after which the act expires
