Students who earned an associate's degree from a county college in their county of residence can qualify for in-state tuition at four-year public institutions, even if they don't meet the standard residency requirements under current law

Current law requires students to have attended and graduated from a New Jersey high school for three or more years to qualify for in-state tuition; this bill creates an alternative pathway through community college completion

Students without lawful immigration status must file an affidavit stating they have applied or will apply to legalize their immigration status as soon as eligible

Student information collected under this provision must be kept confidential

The bill takes effect immediately and applies starting the first full academic year after enactment
