Enters New Jersey into the Cosmetology Licensure Compact, allowing cosmetologists licensed in one member state to practice in all other member states without obtaining separate licenses

Creates a multistate license system where licensees must hold an active, unencumbered license in their home state and comply with scope of practice laws in any state where they provide services

Establishes the Cosmetology Licensure Compact Commission, a joint government agency with one delegate from each member state, to administer the compact, promulgate rules, maintain a data system, and collect fees

Requires member states to share adverse action information, investigative records, and disciplinary history through a coordinated database, with discipline remaining the responsibility of the state where services are provided

Supports military members and their spouses by allowing them to designate a home state and retain that designation during active duty assignments regardless of where stationed
