Mandates a one-year incarceration for juveniles adjudicated delinquent for a third or subsequent offense of motor vehicle theft, unlawful taking of a motor vehicle, catalytic converter theft, or third-degree eluding law enforcement

Replaces the current 60-day community service requirement with mandatory incarceration specifically for repeat juvenile offenders (three or more violations) of these vehicle-related crimes

Maintains the existing 60-day community service requirement for first and second offenses involving motor vehicle theft, unlawful taking of a motor vehicle, or third-degree eluding

Retains the 30-day community service requirement for fourth-degree unlawful taking of a motor vehicle

Takes effect on the first day of the fourth month following enactment
