Imposes a $1,000 civil fine on parents or legal guardians who showed willful or wanton disregard in supervising a juvenile who was adjudicated delinquent for improper behavior (disorderly conduct) that resulted in property damage

Creates a petty disorderly persons offense for parents or guardians whose lack of supervision led to a juvenile's first adjudication for inciting a public brawl

Establishes a disorderly persons offense (more serious) for parents or guardians whose juveniles are adjudicated delinquent for a second or subsequent offense of inciting a public brawl

Applies only when parents demonstrated "willful or wanton disregard" in exercising supervision and control over the juvenile's conduct

Takes effect immediately upon enactment
