Codifies authority for physician assistants, certified nurse midwives, certified midwives, and advanced practice nurses to perform aspiration abortions (using suction to empty the uterus) and provide medication abortions within their scope of practice

Allows certified nurse midwives authorized to prescribe drugs to order, prescribe, dispense, and administer medication abortions; those without prescribing authority and certified midwives may provide medication abortions under a physician's standing order

Removes requirement that abortion facilities be licensed as ambulatory surgical facilities or surgical practices when performing procedures that do not require general anesthesia or an operating room

Exempts facilities performing early aspiration abortions from certain licensure limitations that apply to other ambulatory care facilities, provided they adhere to standard of care regulations

Authorizes the Commissioner of Health, Division of Consumer Affairs, State Board of Medical Examiners, and Board of Nursing to adopt implementing regulations, including emergency regulations effective for up to 18 months
