Creates a Reproductive Health Care Professional Loan Redemption Program through the Higher Education Student Assistance Authority (HESAA) to redeem student loans for healthcare professionals providing reproductive health services, including abortion care, at approved sites in New Jersey

Provides loan redemption of up to $200,000 over four years: 18% of qualifying loans after year one, 26% after year two, 28% after year three, and 28% after year four, with no redemption for partial years of service

Requires applicants to be New Jersey residents, licensed healthcare professionals providing reproductive health services, with preference given to those working in counties with shortages of reproductive health care professionals

Covers State, federal, and commercial student loans including interest for undergraduate or graduate education costs

Appropriates $5 million from the General Fund and prohibits simultaneous participation in the National Health Service Corps Loan Repayment Program or other HESAA loan redemption programs
