Secretary must create a pipeline program to guide Hispanic and Latino undergraduate students into academic careers through partnerships with graduate programs, internships, and fellowships

Public institutions of higher education must implement programs to increase recruitment and retention of Hispanic and Latino individuals into leadership positions within 180 days of receiving state guidance

Each public institution must adopt policies ensuring diverse representation reflective of the student body and state population on search committees for senior administration and leadership positions

Public institutions must submit annual diversity reports to the Secretary detailing racial and gender composition of leadership positions (board members, senior administrators, department chairs) and reviewing their diversity programs
