Elevates cyber-harassment of public servants (elected officials, government employees, judicial officers) or their family members from a fourth degree to a third degree crime

Expands the definition of "public servant" to include anyone elected, appointed, or employed by any public entity in New Jersey, as well as jurors, advisors, and consultants performing governmental functions

Requires the Attorney General, through the Division of Violence Intervention and Victim Assistance, to implement cyber-harassment prevention initiatives including educational programs, victim support services, and training for law enforcement

Mandates collaboration with social media platforms to develop stricter policies for identifying and removing harassing content, and coordination with the Department of Education to offer cyber ethics classes in schools

Authorizes the Attorney General to apply for and accept federal and private grants to fund these initiatives, with appropriations from the General Fund for implementation
