Eliminates recovery limits under the New Jersey Tort Claims Act for civil lawsuits against public entities or employees involving sexual assault, crimes of a sexual nature, prohibited sexual acts, or sexual abuse

Removes immunity from civil liability for public entities and employees when sexual offenses result from willful, wanton, or grossly negligent acts

Removes immunity for public entities when sexual offenses against minors under 18 result from negligent hiring, supervision, or retention of employees

Exempts these sexual offense cases from the limitation that normally bars pain and suffering damages against public entities unless medical expenses exceed $3,600

Allows victims to pursue claims under the extended statute of limitations provisions established by P.L.2019, c.120, even if previously time-barred
