Reduces the State Real Estate Appraiser Board from 11 members to 7 members, with the Governor appointing members upon recommendation of the Senate President and Speaker of the General Assembly (3 recommendations each)

Prohibits licensed or certified real estate appraisers and appraisal management companies from discriminating based on actual or perceived race, color, or national origin of property buyers, owners, agents, or neighborhood occupants

Requires the Department of Law and Public Safety to investigate discrimination complaints and, if substantiated, direct the board to void the discriminatory appraisal and order restitution of appraisal costs

Mandates first-time violators attend an anti-bias seminar; second violations result in license suspension for at least 60 days; third violations lead to license revocation for at least two years

Imposes civil penalties of up to $5,000 for a second violation within five years of the first, and up to $10,000 for third and subsequent violations
