Establishes the "Incarcerated Women's Protection Act" and creates a Division of Women's Services within the Department of Corrections to develop gender-responsive policies, programs, and services for incarcerated women

Requires the Commissioner of Corrections to provide gender-responsive risk and needs assessments, doula services for pregnant incarcerated women, and allows a support person to be present during labor and childbirth

Creates a Prison Rape Elimination Act (PREA) Compliance Unit and a Special Victim's Unit within the Special Investigations Division to investigate allegations of sexual assault and misconduct in state correctional facilities

Mandates enhanced annual training for correctional officers supervising female inmates on gender-responsive policies, sexual assault prevention, and victim-centered investigation practices

Requires separate boards of trustees for adult male and adult female state correctional facilities, and provides incarcerated persons with reentry resources including pre-release case management, parenting classes, and family reunification programs
