Redefines riot as participation in a violent public disturbance with 3 or more persons causing injury, property damage, or imminent danger; creates new categories of "aggravated riot" (2nd degree crime) involving 25+ participants, serious bodily injury, property damage over $5,000, or use of deadly weapons

Establishes new crimes of "inciting a riot" (3rd degree) and "aggravated inciting a riot" (2nd degree) for those who willfully encourage others to participate in riots, with enhanced penalties when serious injury or property damage exceeds $5,000

Creates new offense of "mob intimidation" (disorderly persons offense) for groups of 3+ using force or threats to compel someone to act or adopt viewpoints against their will, and "cyber-intimidation by publication" (4th degree crime) for posting personal information online with intent to incite violence or harassment

Enhances penalties for crimes committed during riots, including elevating theft and burglary to 2nd degree crimes when facilitated by riot conditions, and imposing mandatory 6-month imprisonment for assault against emergency personnel during riots

Requires municipalities to allow law enforcement to respond appropriately during riots and establishes civil liability for municipalities that breach this duty; creates an affirmative defense in civil actions when damages were sustained by a riot participant
