Contractors and subcontractors on public works projects must conduct a mandatory orientation meeting for each new employee on or up to three days before their first day, explaining their wages and job classification under the New Jersey Prevailing Wage Act

Employers may hold one group orientation meeting for multiple employees who start on the same day to satisfy the requirement

Each employee must sign a Department of Labor-promulgated form confirming they received the orientation, and contractors must retain these forms for at least six years and provide them to the Department upon request

Employers with collective bargaining agreements with an employee's labor organization are exempt from the orientation requirement for those employees

The law takes effect on the first day of the third month following enactment
