Prohibits landlords from charging tenants additional rent, fees, or monthly increases (nonrefundable or otherwise) for keeping or intending to keep a pet in a residential rental unit

Bans landlords from requiring pet-related fees as a condition for any lease, lease addendum, or lease application

Permits landlords to collect a maximum one-time refundable pet security deposit of $500, which must be included within the existing legal limit of 1.5 times monthly rent for total security deposits

Allows tenants to petition courts to terminate leases containing violations and recover $1,000 per offense plus reasonable attorney's fees through private cause of action

Takes effect on the first day of the fourth month following enactment, applying to new tenancies and lease applications beginning on or after the effective date
