Allows persons completing Recovery Court (special probation) to expunge their entire record including indictable crimes, disorderly persons offenses, municipal violations, and juvenile adjudications upon successful program completion

Permits petitioners to include all expungeable convictions—indictable crimes, disorderly persons offenses, municipal ordinance violations, and juvenile adjudications—on a single petition rather than requiring separate filings

Expands expungement eligibility by making second-degree robbery, certain non-sexual child endangerment offenses, and drug distribution near public housing/parks/buildings expungeable; removes out-of-state and federal convictions from eligibility calculations

Reduces the "Clean Slate" automatic expungement waiting period from 10 years to 7 years and extends automatic expungement to include juvenile delinquency adjudications

Requires law enforcement agencies reviewing expungement petitions to provide correct or missing documentation to both the court and petitioner, and reconstitutes the Clean Slate task force to update implementation recommendations
