Prohibits manufacturers from selling, distributing, or offering menstrual products in New Jersey that contain regulated PFAS (perfluoroalkyl and polyfluoroalkyl substances)

Defines "menstrual products" to include tampons, sanitary pads, discs, menstrual cups, and menstrual underwear, covering both disposable and reusable items

Regulated PFAS includes intentionally added PFAS or PFAS present at or above technically unavoidable trace quantities as measured in total organic fluorine

Requires the Department of Environmental Protection to establish a periodic testing system using approved laboratories, with test results available to the Department of Health upon request

Violations constitute an unlawful practice under the Consumer Fraud Act, with the law taking effect on the first day of the 25th month following enactment
