Establishes the "Jersey Craft Beverage Retailer Promotion and Grant Program" through the New Jersey Economic Development Authority and Division of Travel and Tourism to promote craft alcohol beverages manufactured in the state

Creates a "Certified Jersey Craft Alcohol Beverage Retailer" designation for retailers where at least 10% of annual alcohol sales revenue comes from products made by licensed craft breweries, cideries, meaderies, or distilleries

Provides grants of up to $2,500 annually to certified retailers for capital improvements, equipment purchases, and other expenses supporting the promotion and sale of New Jersey craft alcohol beverages

Establishes the "New Jersey Certified Jersey Craft Alcohol Beverage Retailer Fund" to be funded by 50% of tax revenues from beer, cider, mead, and liquor sales by craft producers, plus any General Fund or private contributions

Directs the EDA to develop advertising campaigns, marketing programs, and signage programs to increase consumer awareness of New Jersey craft beverages and retailers that sell them
