Creates a disorderly persons offense for wearing a mask or facial disguise to conceal identity while congregating in a public place with other masked individuals and committing another crime or offense under Title 2C

Requires that charges under this offense can only be filed when the person is also charged with an underlying crime and was wearing a mask during that crime

Exempts Halloween activities, religious/educational/historical parades, weather protection gear, religious head coverings and veils, and medical masks from the prohibition

Prohibits merger of this offense with other criminal convictions, meaning sentences must be served separately

Violation is a disorderly persons offense punishable by up to 6 months imprisonment, a fine of up to $1,000, or both
