Requires motor vehicle operators approaching any stationary vehicle displaying flashing or blinking lights to either change lanes to a non-adjacent lane or reduce speed below the posted limit and be prepared to stop

Simplifies existing law by consolidating requirements for all types of stationary vehicles (emergency vehicles, tow trucks, highway maintenance vehicles, sanitation vehicles, utility vehicles, and disabled vehicles) into a single standard

Imposes fines of $100 to $500 for violations, with two motor vehicle penalty points assessed for three or more offenses within a 12-month period

Directs the Division of Highway Traffic Safety to revise its public awareness campaign to inform the public about the lane change/speed reduction requirements, associated risks of non-compliance, and applicable penalties

Requires the Motor Vehicle Commission to include information in the driver's manual instructing motorists on the importance of changing lanes or reducing speed when approaching stationary vehicles with flashing or blinking lights
