Eliminates the requirement established in 2017 (P.L.2017, c.283) that surgical practices must obtain licensure as ambulatory care facilities to provide surgical and related services

Replaces the licensure requirement with a simpler registration requirement with the Department of Health, which must be completed within one year of the bill's effective date

Requires registered surgical practices to obtain either federal CMS certification as an ambulatory surgery center provider or accreditation from recognized bodies such as the Joint Commission, American Association for Accreditation of Ambulatory Surgery Facilities, or Accreditation Association for Ambulatory Health Care

Removes the moratorium that prevented the Department of Health from issuing new registrations to surgical practices

Maintains the existing exemption for surgical practices from the ambulatory care facility assessment, unless the practice expands to include additional operating rooms
