Authorizes the Director of the Division of Alcoholic Beverage Control to issue premises expansion permits to holders of alcoholic beverage manufacturer licenses or retail consumption licenses, allowing them to sell alcoholic beverages in outdoor spaces on, contiguous to, or in non-contiguous locations near their business premises

Allows restaurants (both with and without liquor licenses) to use outdoor spaces including patios, decks, yards, walkways, and parking lots as extensions of their business premises, requiring zoning officer approval within 15 business days

Limits parking lot use to 75% of total spaces for outdoor dining, requires at least one handicapped space to remain, and mandates a $1,000,000 general liability insurance policy naming the municipality as additional insured

Restricts municipal authority to limit outdoor service hours, permitting municipalities to only regulate operations after 10:00 p.m. and between midnight and 11:00 a.m., with first-class cities allowed to impose more restrictive hours

Extends existing COVID-19 Expansion Permits issued under Special Ruling No. 2020-10 until November 30, 2025, and requires the director to issue regulations by May 30, 2025 to implement the permanent premises expansion permit system
