Establishes a nine-member Farmland Assessment Review Commission within the Department of Agriculture to regularly review New Jersey's farmland assessment program and recommend updates to ensure consistent, uniform statewide application of eligibility requirements and benefits allocation

Commission members include the Secretary of Agriculture and Director of the Division of Taxation as ex officio members, plus seven appointed members representing diverse geographic regions, farmland operators, and local tax assessors

Requires the commission to evaluate whether to implement caps on total farmland assessment benefits or participation rates, establish means-tested eligibility requirements based on household or farm income, and assess the feasibility of fee-based funding for mandatory on-site inspections

Mandates annual reports to the Governor, Legislature, and relevant agencies with findings and recommendations, which the Legislature must review and approve before implementation through the Senate Economic Growth Committee and Assembly Commerce, Economic Development, and Agriculture Committee

Directs the commission to assess conflicts between farmland assessment and other preservation programs, including the Pinelands Protection Act, Highlands Water Protection Act, and Green Acres programs, and develop recommendations to resolve inconsistencies
