Establishes a 12-member Commission on Oversight of Public Institutions of Higher Education to examine and recommend improvements to financial transparency, accountability, and oversight of New Jersey's public colleges and universities

Commission membership includes the Secretary of Higher Education, Executive Director of HESAA, presidents from state colleges/universities, county colleges, and research universities, a faculty member, a public-sector union representative, and three student representatives

Commission must study financial transparency (including tuition, fees, and student loan debt disclosures), institutional accountability (program quality, student outcomes, protections against predatory lending), and oversight mechanisms

Commission must meet at least three times and submit a final report with findings and recommendations to the Governor and Legislature within 180 days of organizing

Appointments must be made within 60 days of the act's effective date, and the commission expires 30 days after submitting its report
