Requires all residential buildings at residential health care facilities to have at least two staff members on duty at all times capable of providing resident supervision, which may be a primary or secondary duty

Mandates each residential health care facility to develop, maintain, and enforce a comprehensive plan for residents who leave the facility premises

Requires protocols for identifying and immediately reporting incidents when a resident is missing for 24 hours

Applies to facilities overseen by both the Department of Health (facilities operated with DOH-licensed facilities) and the Department of Community Affairs (free-standing facilities)

Amends P.L.1953, c.212 and takes effect immediately upon enactment
