Exempts apartment complex swimming pools from first aid personnel and lifeguard requirements when pool use is restricted to tenants and their invited guests

Defines "apartment complex" as one or more apartment buildings on the same premises owned by a person or entity receiving monthly rental payments from tenants

Adds apartment complexes to the category of "specially exempt facilities" alongside private marinas, campgrounds, hotels, motels, mobile home parks, retirement communities, and certain health clubs

Requires exempt apartment complexes to post a sign at least 3 feet by 4 feet at the pool entrance stating: "No lifeguard on duty. Persons under the age of 16 must be accompanied by an adult. No swimming alone."

Takes effect 180 days after enactment, with the Commissioner of Health authorized to adopt implementing regulations
