Requires public institutions of higher education to publicly disclose the names of all individuals and organizations that made donations to the institution and any affiliated student organizations (including athletic teams and extracurricular clubs)

Disclosures must be submitted to the Office of the Secretary of Higher Education and published on the institution's website by July 31 each year, covering the preceding academic year

Prohibits institutions from using placeholder terms like "unknown" or "not available" instead of actual donor names

Amends existing law to remove the exemption that previously allowed donors to remain anonymous if they required non-disclosure as a condition of their gift

Institutions that fail to comply face fines determined by the Secretary of Higher Education and State Treasurer; repeated violations may result in revocation of the institution's tax-exempt status for property taxes and sales tax
