Requires the Commissioner of Community Affairs to develop and offer a historic preservation planning course within six months of the bill's enactment for regular, alternate, and prospective members of historic preservation commissions

Course must be no more than five hours of instruction and completable within one day, with curriculum standards established in conjunction with the New Jersey Historic Trust and State Historic Preservation Office

New commission members cannot be seated unless they agree to complete the course within 18 months; existing members must complete the course within 18 months of when it first becomes available to retain membership

Licensed professional planners and individuals who have completed an equivalent or more extensive course within 12 months are exempt from the training requirement

Commission decisions and proceedings remain valid even if a participating member is later found not to have completed the required course
