Requires municipalities to adopt at least one of three housing development options within four months: setting maximum single-family lot size at one-quarter acre, allowing two-unit dwellings in single-family districts, or permitting accessory dwelling units in single-family districts.

Defines accessory dwelling units as complete independent living units with private entrance, cooking facilities, and sanitation that can be attached to or detached from the primary dwelling on the same lot.

Automatically imposes the one-quarter acre maximum lot size requirement on municipalities that fail to adopt one of the three options within the deadline.

Exempts dwellings in historic districts and lots subject to covenants or restrictions recorded before the bill's enactment from these requirements.
