Requires all producers of architectural paint (interior/exterior coatings sold in containers of 5 gallons or less) to implement or participate in a statewide paint stewardship program for collecting, reusing, recycling, and disposing of post-consumer paint

Mandates establishment of collection sites so that 90% of residents have a permanent site within 15 miles of their home, with sites distributed at a rate of one per 30,000 residents in population centers

Creates a "paint stewardship assessment" fee that producers must include in the sale price of paint to fund the program, with the amount set to cover but not exceed program costs

Prohibits sale of architectural paint in New Jersey unless the producer participates in an approved stewardship program, with penalties of a written warning for first offense and $500 for subsequent violations, plus civil administrative penalties up to $10,000 annually

Requires plans to be amended within 5-6 years after enactment to include aerosol paint collection, and mandates annual reports to the Department of Environmental Protection detailing collection volumes, processing methods, and program effectiveness
