Creates a new statutory definition for "machine gun conversion device" as any device capable of converting a firearm into a machine gun

Makes possession of a machine gun conversion device (without an attached firearm) a third-degree crime, the same penalty as bump stocks and trigger cranks

Makes manufacturing, transporting, shipping, selling, or disposing of a machine gun conversion device a third-degree crime

Removes the phrase "any instrument or device adaptable for use as a machine gun" from the unlawful possession statute, replacing it with the more specific machine gun conversion device provisions
