Establishes the Language Instruction Program in the Department of Human Services to provide early language instruction for deaf, hard of hearing, and deaf-blind children aged five and younger and their families

Matches eligible children and families with American Sign Language Deaf Language Associates who provide up to 25 hours per week of instruction and support services following an established ASL curriculum

Services are provided free of charge in various settings including childcare centers, preschool programs, summer camps, and the child's home

Additional services include information and referral to State and non-State resources, case management by ASL-fluent individuals, interpreter coordination assistance, and resources for hearing aids, cochlear implants, and other equipment

Requires the Department of Human Services to issue annual reports on program implementation and impact, with funding appropriated from the General Fund
