Authorizes the Board of Tree Experts and Department of Environmental Protection to enforce the Tree Experts and Tree Care Operators Licensing Act through compliance orders, civil actions, administrative penalties, and court-ordered penalties.

Establishes civil administrative penalties of $1,000 for first violations and $2,500 for second or subsequent violations, with each day of continued violation constituting a separate offense.

Allows civil actions in Superior Court or municipal court seeking injunctions, investigation costs, remediation costs, compensatory damages, and site restoration requirements.

Exempts employees and contractors of the New Jersey Department of Transportation from the act's requirements while performing their official duties.

Repeals existing section 18 of the original 2009 law and removes the prior requirement that only the Attorney General could seek court injunctions for violations.
