Requires each municipal appointing authority (Edison Township, Metuchen Borough, and South Plainfield Borough) to appoint one alternate member to the Peter J. Barnes III Wildlife Preservation Commission

Alternate members serve five-year terms and may participate in commission proceedings but can only vote when a regular member from the same appointing municipality is absent or disabled

Prohibits delaying commission votes to allow a regular member to vote instead of an alternate member

Clarifies that alternate members authorized to vote count toward the total authorized membership for quorum purposes during a regular member's absence or disability
