Designates electrical linemen and utility workers as "first responders" during weather-related states of emergency declared by the Governor or President of the United States

Authorizes the Division of State Police to issue special vehicle decals for first responder electrical linemen and utility workers to use while restoring electrical or water service during emergencies

Provides civil liability immunity for first responder electrical linemen and utility workers for good faith acts or omissions during weather-related emergencies, excluding willful, wanton, or grossly negligent conduct and negligent motor vehicle operation

Requires 911 public safety answering points to be capable of dispatching requests for electric or water utility services to first responder linemen and utility workers during declared weather emergencies

Imposes a $100 fine for failing to return special decals within 30 days after no longer being employed for emergency service, and up to $1,000 fine for false statements or misuse of the decals
