Disabled members of the Teachers' Pension and Annuity Fund (TPAF) and Public Employees' Retirement System (PERS) receiving disability insurance benefits would be entitled to free health care coverage through the School Employees' Health Benefits Program or State Health Benefits Program with no employee contribution required

Members receiving disability benefits would be treated as if in active service for pension purposes during the entire time they receive disability payments

Insurance companies would pay employee pension contributions into the respective retirement funds (TPAF or PERS) on behalf of disabled members receiving benefits

Health insurance would be explicitly excluded from the periodic benefits that can reduce a member's monthly disability payment (which equals 60% of base salary)

No enrollment deadline or eligibility requirements would be imposed on disability insurance recipients to receive health coverage, other than being a recipient of disability insurance under the system
