Requires coverage when treatment is determined to be medically necessary, neurogenic, or developmental by a medical doctor, with services covered whether delivered in-person or via telemedicine/telehealth

Applies to State Health Benefits Program and School Employees' Health Benefits Program contracts purchased after the effective date

Extends coverage requirements to the Medicaid program, with the Department of Human Services authorized to take administrative actions including emergency rulemaking to implement the provisions

Takes effect 90 days after enactment and applies to policies, plans, and contracts delivered, executed, issued, or renewed after that date
