Transfers the Division of Food and Nutrition from the Department of Agriculture to the Department of Human Services, affecting administration of programs including National School Lunch, School Breakfast, Summer Food Service, and Emergency Food Assistance programs

Appropriates $115.091 million from constitutionally dedicated corporation business tax revenues to the State Agriculture Development Committee (SADC) for acquiring farmland development easements and fee simple titles

Provides grants to counties and municipalities for up to 80% of farmland acquisition costs, and grants to qualifying tax-exempt nonprofits for up to 50% of acquisition costs

Allocates $13.15 million for SADC administrative purposes: $12 million for organizational and administrative work, $1 million for appraisal/survey/title costs, and $150,000 for legal enforcement of development easements

Appropriates $120.539 million from the General Fund to the Preserve New Jersey Farmland Preservation Fund to implement the farmland preservation provisions
