Prohibits use of state or public funds for initial implementation costs; requires the New Jersey Historical Commission to contribute up to $25,000 in non-public monies to offset startup expenses

Mandates at least 500 completed applications be submitted before the MVC begins producing the plates, with the program expiring if requirements are not met within 12 months of enactment

Allows the Chief Administrator to discontinue the license plate program if the average production cost exceeds $50 per plate for two consecutive fiscal years
