Requires the Commissioner of Community Affairs, in consultation with the Commissioner of Transportation, to conduct a study evaluating vehicle parking in urban communities where parking is scarce

Study must examine federal, state, and local laws, regulations, and policies related to street parking, designated parking areas, and parking signage

Study must identify locations where signage could be eliminated, added, or updated to increase parking availability in underserved communities

Commissioner must submit a written report with findings and recommendations to the Governor and Legislature within two years of enactment

Report must be published on the Department of Community Affairs website, and the act expires upon submission of the report
