Prohibits assembling, reconditioning, or selling lithium-ion batteries made from cells removed from used storage batteries for use in electric bicycles and scooters

Bans the sale, lease, or rental of low-speed electric bicycles, motorized bicycles, electric scooters, and motorized scooters unless their electrical systems are certified by an accredited testing laboratory (UL standards 2849, 2272, or 2271)

Requires businesses using electric bicycles for commercial purposes to provide fire safety materials to employees who operate them within 60 days of hire or the law's effective date

Directs the Division of Highway Traffic Safety to develop public education campaigns on fire risks from electric bicycles and scooters, including guidance on purchasing, maintenance, and safe charging practices

Mandates annual reports to the Governor and Legislature on fires caused by these devices, existing safety code provisions, and enforcement actions, with the law taking effect six months after enactment
