Requires participating school districts, charter schools, and renaissance schools to apply and ensure each school receives at least one tourniquet stored in an unlocked, clearly marked location accessible during school hours and school-sponsored functions

Mandates the Department of Education to provide tourniquet and bleeding control training to school nurses, school resource officers, and teaching staff, with authority to contract with nationally recognized third-party organizations

Allows governing bodies to designate additional school employees beyond required staff to participate in the training program

Requires the Commissioner to submit a report to the Governor and Legislature at the program's conclusion with recommendations on whether to implement the program statewide or permanently
