Requires all household members (anyone over 18 living with the applicant) to undergo fingerprinting and criminal background checks when a person applies for a permit to purchase a handgun or a firearms purchaser identification card

Disqualifies applicants from obtaining a handgun purchase permit or firearms purchaser identification card if any household member would themselves be disqualified from firearm ownership

Disqualifying conditions for household members include criminal convictions, mental health commitments, active restraining orders, substance use disorders, and being on the Terrorist Watchlist

Exempts applicants who already possess a valid firearms purchaser identification card or previously obtained a handgun permit from the same authority from requiring new fingerprinting of household members, though investigations may still proceed

Takes effect immediately upon enactment
