Creates the "New Economy Opportunity Skills System Pilot Program" to improve coordination between local workforce development boards, community colleges, and county vocational school districts in select New Jersey workforce development areas.

Requires pilot programs to jointly develop workforce training with industry-recognized credentials, deliver wrap-around support services, coordinate marketing and outreach, and integrate funding resources across participating entities.

Mandates a memorandum of understanding binding all participating entities with specific scope of work, timeline, roles, funding mechanisms, and reporting requirements.

Directs the Division of Workforce Development to develop a statewide strategy for scaling the pilot program, including recommendations for legislative changes and an implementation timeline.

Authorizes funding from the Workforce Development Partnership Fund and Supplemental Workforce Fund for Basic Skills, with the program expiring three years after enactment.
