Extends municipal and county budget deadlines: budget introduction deadline moves from January 26/February 10 to March 31, and final adoption deadline moves from February 25/March 20 to April 30

Increases the temporary appropriation limit from 26.25% to 35% of the prior year's budget for counties and municipalities operating on a calendar fiscal year, allowing local governments to spend more before adopting their annual budget

Requires local units to fill vacancies in key certified positions (municipal clerk, chief financial officer, tax collector, public works manager) within 90 days or request an extension from the Director of Local Government Services

Extends the deadline for completing annual audits from six months to eight months after the close of the fiscal year for local units and authorities

Increases personal penalties for governing body members who fail to comply with director orders from $25 to $100 per day, and authorizes the director to initiate reviews of certified officials' behavior or practices
