Plenary winery and farm winery license holders producing 250,000 gallons or less per year may sell wine they produce to other New Jersey plenary or farm winery license holders for resale, or to out-of-state wineries under applicable state laws

Wine purchased from another winery counts toward the purchasing winery's annual production totals for fee and privilege calculations, but does not count toward the selling winery's totals

Wineries must ensure at least 50% of wine sold in a given year is produced, fortified, or treated on their own licensed premises to qualify for expanded "product" definition

Creates a new supplemental wine production facility sublicense ($750 fee) allowing plenary and farm winery license holders to produce wine at additional owned or leased facilities in New Jersey separate from their main winery premises

Wine from supplemental production facilities may be transferred to the main winery or salesrooms for retail sale but cannot be sold directly to consumers at the supplemental facility location
